Just stumbled across this on the Guinness USA website. Is this a mistake?

Id believe it. Iirc Dempsey was on about something like this in TOG. On my last dry stout I blitzed the roast barley to dust in a spice grinder & sprinkled it on top of the mash after Id stirred the rest in. Its a tip Jamil Z gave on the dry stout podcast.
On tap: Flanders, Gose,
Fermenting: Oatmeal Brown, 200ish Fathoms,
Ageing: bretted 1890 export stout.
To brew:  2015 RIS, Kellerbier, Altbier.

They use roasted barely extract, this is added to the boil.
