I going to be going to a party over the xmas and wanted to bring my stout along (To show what an epic hobby no lifestyle choice i have) but don't want to take off my stout tap. Is there any way to get a party tap to do the same job.

I don't think so.
The stout tap has a restrictor which the picnic tap does not.

Chances are the higher pressure of your nitro mix will be a pain in the ass if dispensing through the picnic tap
