ouch,just viewed the clip and it is a good reminder of just how dangerous boiling hot wort is. This clip should be viewed by all the new and not so new micro's as well and help to remind them of applying good safety practice :(
It's a sugar solution. Most home bakers have horror stories about making caramel or spun sugar.
Admittedly the boil over is very specific to home brewing
I believe terrorists put sugar in bombs because it sticks to the victim and burns them, as if the shrapnel and the explosion itself aren't enough. Gruesome.

Burnt myself yesterday for the first time when brewing. Collected the wort from my mastun in a bucket with a tap on it. Picked it up to move it and my leg pressed against the tap which released the hot wort down my leg. Wasn't nice and was only about 70 degrees. A little lack of concentration can cost you. I've decided to not move buckets in future..
If I recall correctly one of the brewers at Brasserie Voisin was killed by a brew house accident. No joke.
