Title: Building and splitting

Right so I need a little advice. I have a couple of white labs vials that I got off HBC for half price, but are now just out of date. My plan was to make up a starter and split this into vials I have. Is this a viable thing to do? I only brew 5l batches so am trying to spread out the yeast as much as possible.

If this is possible should I decant some of the starter off to get as much yeast in the vials as possible?

Should I make a 1 or 2 litre starter for this?
