Why not block the netblock he's using, it will penalise people in that part of Germany, using the same ISP, but not the whole country. You could block the domain name.

Maybe ignore requests for say 15mins after 5 failed attempts. That way you wouldn't have to block IP and it would work on other bots too.
We have loads of people on here who when asked,"what you do",they reply, "I'm in IT", ;D. Well some of ye IT guy's watch the muuvies dont ye,so why not create a mega computer killing virus that we can send back down the line and cause their computer to re-modify itself,borg style and it could produce weapons and go and attack them. :D
