As Tube said, but you can also install this.
Then you just right click an image and select the size you want. There's a tick box to resize original. Don't tick that unless you don't care about the original image quality.

What I do is right click the picture,then click "open with"  paint and then click Image in paint,next click "resize/skew, it offers width and height at 100%,I just change them to 25% and save. Picture I post are that size.
