Strange gravity a week in

That was my initial toughts, but apparently it's not unusal for this kit to go that low.

Been in the bottles 4 weeks so I might taste one this evening.

I wonder whether beer finishing below 1.010 is a sign of a wild yeast infection? The other thing that I was thinking of was that maybe the mash temperature was in the low 60's that results in a higher percentage of fermentable sugars that get fully fermented.

Are you sure your temperature didn't go high, higher temperature would make it ferment out quicker.
That's good, you've got a nice strong IPA there, just over 8%ABV
