Carbonating question

Gonna be kegging shortly and just wondering does the co2 have to be connected up to the corny after you force carbonate, can you just fully carbonate your keg and then dispense without being hooked up to gas at a very low psi 2/3??? It's all new to me

you can dispense a bit without it being hooked up to gas so long as you've got pressure in the keg but as soon as the pressure equalizes nothing will come out. The pressure will build up a little but the beer will lose some carbonation. like repeatedly opening a bottle of coke, every time you release the pressure it'll get a bit flatter.

One more question, after the initial force carbing is done is the co2 left on at low pressure or is it just turned on as your dispensing, let's say for a party night and then can the co2 b turned off the following day until needed again for dispensing...really looking forward to this for Xmas time

If your seals are good, then leaving it turned on won't waste gas but you can still turn it off without losing pressure (eg for storage)
If your seals are bad, then you'll lose gas when its connected and lose carbonation when it's not.
