Cannot delete your own topics in this board.

I posted a new topic on the Brewing Communities>Erne Hombrewclub sub forum. After I created the topic I wanted to delete it, however I got an error that i could not delete the topic(below). Is this by design or a permissions problem?

You can delete posts but not normally threads
