In theory, it might make a difference, you could always circulate air in the chamber with a pc fan or similar.

MY fermeter chamber is a 2 inch insulaating board construction, a household thermostat ( calibrated) and a 50 watt heat belt which is highly effective as a slow steady heat source.

I reckon where the location of the heat source is not as important as  the thermostatic controler
