PMs to multiple recipients

Why can't I PM more than one person at a time? The system says it's to prevent spamming. I think that's maybe a little over the top.

I think I've fixed this so that you can send a pm to up to 20 users now! If people start getting spam it's yer fault!

I'm allowed to pm multiple users due to being an admin so can someone test this is working by spamming messaging me and a couple of others? I'd suggest upsidedownA and willd as they are the users who have brought this to our attention.

Please test it with at least 5-6 users to see that it works!
