Does this beer exist commercially?

Basically an American IPA, but with only hops at the start of the boil/FWH using American hops? Sort of like an American bitter I suppose?

e.g.

96% pale malt
4% crystal
xxg of US hops @60 mins

Can you name an English example for comparison?

I'm looking through the new Ron Pattinson book which has loads of historical examples, hence the thought about whether US breweries do it today

1 - How did you get your hands on that, I thought it was only for sale in the US! Is it any good?

2 - Looking at the recipes in Mitch Steele's book it looks like all of the early craft IPAs he includes recipes for, and even the two Ballantines recipes he includes have late hopping. Having said that I think the bittering is more pronounced, and the aroma less so in older American IPAs.
